- Abstract
There is consensus in the literature that the crisis management in the European Financial and Debt Crisis exacerbated the EU's democratic deficit. Assessments however differ in terms of the causes for this aggravation. Some argue that the crisis management is caused by a bias towards executive dominance while others see the strengthening of technocratic governance by supranational actors (European Commission, ECB) as the main problem. This article argues that the crisis management differs concerning its scope, objectives and governance-mechanisms, and thus the democratic deficits of the specific measures crucially vary as well. Examining the main suggestions for improving the democratic legitimacy of the new EMU governance however shows that this aspect is not sufficiently considered.
