- Abstract
In the Ottoman Empire, the hospital building activities, which started with military hospitals, led to the establishment of new institutions and organizations in terms of public health, especially in the context of epidemics, wars, migrations and the Tanzimat, as well as various public services. During the reign of Abdülhamid II, hospitals were built by taking into account the units needed in many parts of the country, especially in Istanbul, and developed by making additions to the existing ones. While doing all this, layiha were requested by referring to the knowledge of experts in the field. It is possible to see what was taken into consideration for the construction of a hospital in this period, based on the manuscript presented to Abdulhamid II by Dutch doctor Stécoulis. As stated in this layiha dated 1883, it was stated that the public hospital, which was planned to be built in Nişantaşı or Maçka, could be put into service until the winter of 1884. But, it has not been determined that a hospital with these features was built in this region on and after this date. However, additions were made to hospitals that were previously existing in or near the specified regions, in line with the needs, taking into account the financial conditions, as suggested by the layiha.
