The article looks at the decision of the Supreme Court of Pennsylvania in the case Levy v. Senate of Pennsylvania in which court interpreted the state's Right-to-Know Law regarding an agency's denial of a request for the per se waive right. It mentions that administrative agencies may claim any reason for initial denial of a Right-to-Know Law request. It also mentions that effect of decision on private citizens who face the uphill battle of requesting and appealing a denial of a request.
