- Abstract
This paper seeks to solve the following problem-question: how has the Public Protection of Cultural Heritage been institutionalized in a systemic and democratic way in Brazil? Its objective was to list elements of such institutionalization in its following expressions: 1. the decentralization of the heritage protection laws and policies among the public powers, among the federative entities and between civil society and the State; 2. the expansion of the public protection instruments; 3. the systemic search for heritage management, integrating it into urban life, public policies and the economy. The study was based on the analysis of the laws, public reports, political reports and scientific papers on the theme, from 1988 on, focusing on the actions and productions of the Institute for National Historic and Artistic Heritage (IPHAN). As results, some indicative facts of this democratic and systemic configuration in the protection of cultural heritage in Brazil are pointed out.
