- Abstract
The article focuses on municipal bankruptcies cities of U.S. of Miami, Chelsea, Philadelphia, and North Carolina. It examines the operation of state financial boards, establishment of state boards, and their typical actions regarding financial recovery. It mentions that Advisory Board proposed 'Ad hoc' and 'Proactive' models to detect signs of economic distress and enable the state to deal with the situation before the distress become a crisis.
