- Abstract
The article focuses on the suppressed development of categorized information due to copyright litigations. This is induced by the conflicts between copyright holders and categorizers who are deemed to complicate the fair usage of copyrighted materials. It likewise explains the categorizers' role in information overload which imposed costs on the cultural environment. Meanwhile, adjustments to the copyright doctrine are suggested for the efficient management of information overload.
