The article focuses on the consistency of the federal contingency fee lobbying prohibition with First Amendment freedoms in the United states. The article also examines precedent in federal courts, federal regulation of lobbying and proposed in Congress to prevent contingency fee lobbying. The right to petition and freedom of speech challenges to a prohibition on contingency fee lobbying is also discussed.
