- Abstract
The article focuses on the expansion effort of the Sacramento Valley Organizing Community (SVOC). The SVOC is an organization of forty predominantly Latino and African-American churches, nationally recognized for its work in affordable housing, job development and placement and immigration. It is respected by local business and political decision makers. SVOC started six years ago when leaders talked about the importance of building a regional organization. The North Central Valley was one of the fastest growing regions in the U.S., with many interlocking political jurisdictions. Though the top leadership of SVOC had a regional perspective as the saying goes, all politics are local. This perspective was not at first experienced or understood by the group's constituency. Many members were participating in public life for the first time and working closely with people from diverse ethnicities and cultures. The top SVOC elected leadership brought people from the three countries together to learn from each other's experiences. After several years of these successes, two things became clear. First, we needed more power to be able to move these victories to a larger scale. Second, developing effective strategies around our issues would require a broader geographic base as well. Out of its experiences, the organization decided that expanding to non-church community groups did indeed have potential.
