- Abstract
Regarded as a comprehensive environmental regulation tool to regulate economic development and environmental pressure, the low-carbon pilot policy is an important measure to promote energy conservation, emission reduction, and high-quality development of China’s tourism industry, and whether it can improve tourism carbon emission efficiency deserves in-depth research. Therefore, based on the panel data of 30 provinces in China from 2005 to 2019, this study used the SBM model based on the undesirable output to calculate carbon emission efficiency in the tourism industry. Meanwhile, the low-carbon pilot policy was considered a quasi-natural experiment, and a difference-in-differences model was constructed to analyze the policy effect of the low-carbon pilot policy on tourism carbon emission efficiency. Furthermore, on the basis of this, an intermediary effect model was constructed to discuss the intermediary effect of the rationalization and advancement of tourism industry structure in the process of low-carbon pilot policy affecting carbon emission efficiency in China’s tourism industry. The results showed that: ① Within the study interval, the tourism carbon emission efficiency of 30 provinces in China showed a temporal trend of growing with a small fluctuation. Meanwhile, it presented a ‘high in the east and low in the west’ spatial distributio50 n pattern. ② The low-carbon pilot policy could significantly boost the carbon emission efficiency of China’s regional tourism. The results of the heterogeneity test indicated that the impact of the low-carbon pilot policy was significantly positive in the eastern region, significantly negative in the western region, and insignificant in the central region. ③ The low-carbon pilot policy promoted regional tourism carbon emission efficiency by boosting the rationalization of the tourism industry structure. How‑ ever, the advancement of the structure of the tourism industry failed to pass the test of intermediary effect. Therefore, governments at all levels should seek the green and low-carbon transformation of the tourism industry by promoting the low-carbon tourism development mode, expanding the scope of the low-carbon pilot, and optimizing the structure of the tourism industry in China.
