The Scandinavian route to sustainability: A Thematic Content Analysis of policy measures within Sweden and Denmark's Innovation Ecosystems.

- Abstract
Sustainability has emerged as a central tenet in contemporary corporate strategies. Organizations have evolved from initially eschewing sustainability to now incorporating it as a critical component of their strategic frameworks. Sustainability offers a plethora of opportunities including, but not limited to, alternative product and service development, optimized resource utilization, employment generation, and innovative methodologies. This research scrutinizes the roles of regional policymakers in selected Innovation Ecosystems (IEs) through the examination of policies and measures in Operational Programmes (OPs) that are congruent with the objectives of Goal 9 of the Sustainable Development Goals (SDGs). Utilizing a qualitative methodology, we analyze policies within the regional milieu, concentrating on Stockholm (Sweden) and Hovedstaden (Denmark) - Scandinavian regions distinguished for innovation and sustainability as per the Regional Innovation Scoreboard (RIS). Thematic Content Analysis (TCA) is employed to systematically evaluate and compare the programmes and measures contained within the 2014-2020 OPs. TCA is critical for the methodical organization, comprehensive depiction, and thematic extraction from the dataset (Braun & Clarke, 2006), thereby enabling an astute discernment of regional policy orientations. We have adopted Goal 9 of the SDGs' Agenda 2030 as a lens through which the OPs are codified. Goal 9, which focuses on resilient infrastructure, sustainable industrialization, and innovation, serves as a pertinent framework for examining the augmentation and incentivization of sustainability within EU regional documents and IEs. Aligned with Goal 9, the study focuses on infrastructure, industrialization, and innovation collectively referred to as the Triple-I paradigm. Measures and policies within the OPs that resonate with these objectives are coded and grouped into thematic families, which are then categorized into the Triple-I macro-areas. This structured analysis furnishes insights into the roles and strategies of regional policymakers in the realm of sustainability within Innovation Ecosystems. The expected results should present a series of measures adopted by the regions related to sustamability topic, ie, SDG 9 triple I Categorizing policymakers' approaches towards sustainability based on the range and nature of measures and actions implemented by regional governments in pursuing sustainability goals, we postulate that an examination of Operational Programmes (OPs) will reveal two distinct policy orientations:. 1 Balance-Oriented. This approach is characterized by an equitable distribution of funds among sustainability objectives, encompassing infrastructure, industrialization, and innovation. 2 Business-Oriented. This approach places greater emphasis on the industrialization and innovation aspects of sustainability . The focus is prumarily on fostering and strengthening the region's entrepreneurial environment by alldressing the needs of businesses for growth and facilitating their transition towards becoming more innovative and technologically advanced . Thus categorization aims to elucidate the strategic inclinations of policymakers in relation to sustainability goals, and thereby offer insights into the effectiveness and implications of different policy orientations.
