- Abstract
Access to drinking water and basic sanitation at the rural level is a challenge for our country, especially for municipalities that must ensure that all its inhabitants have water and sewer services. This must be addressed within the framework of policy, institutionality and standards that have historically been developed to provide solutions to complex problems associated with these services. Colombia has made significant progress in the last decade, but a structural overhaul is required, with cross cutting perspective, the participation of all Government levels and recognizing the need to strengthen community management, so that all actors involved can sustainably ensure coverage and quality services throughout the national territory.
