- Abstract
Public aid to the needy of this country preceded the passage of the Social Security Act by well over one hundred years. Indeed, public provision for the destitute was already an accepted function of government in colonial times. As old and established a function of local government as is public assistance, it was redesigned and greatly changed by the Social Security Act. Thus, it is appropriate to take stock of what has happened under the act during the past quarter century.
