- Abstract
The second possible reason for the generally low delinquency rate on commercial real estate loans held by banks is tighter loan standards and terms. After severe problems in the commercial real estate market during the early 1990s, market participants reportedly reformed industry practices and tightened standards for commercial real estate projects. In 2003, after declining for five consecutive years, the share of bank assets booked in foreign offices moved up slightly, to 11 percent. Although they moved down some relative to capital, exposures to both Eastern Europe and Asia increased.
