The article presents an analysis of Chinese communist military plans and policy regarding the continent of Africa. It is noted that China's continuing industrial development requires a constant supply of African minerals. The operations of Chinese blue-water naval forces are cited as indicative of China's need to protect its access to these resources. The implications of such policies are discussed.
