- Abstract
The article discusses the special education system in public schools in the Republic of Azerbaijan. It mentions that the system is based on the science of defectology of the Soviet Union in which the educational services provided by the government have separated children with disabilities in special schools and home environments, from normal children, and from the society. It says that the National Program on Development of Inclusive Education, one of government's special education programs, conducted by Center for Innovations in Education (CIE) for children with disabilities in preschool and primary school using the Step by Step instructional methodology. Meanwhile, the program has provided structure and instructional tools for teachers to meet the needs of the children in her classroom.
