In this article the author discusses the significance of the role played by the office of the state attorney general in constitutional litigation under the federal system of the U.S. government. She states that the federal system is weak when there is imbalance that leans in favor of the federal government. She cites that one example of imbalance is the over-participation of state and local attorneys.
