- Abstract
The article focuses on various developments related to laws governing exactions and impact fees in the U.S. Government agencies frequently require landowners and developers to dedicate land or pay impact fees as conditions of development permit approval. In the Nollan v. California Coastal Commission Supreme Court case, the California's Coastal Commission allowed landowners to replace a small beachfront bungalow but required that they grant a public easement across their property on the beach.
