Even then, as Madigan shows, about four months after the Pacts, the Fascists stunned the Catholics when they enacted a law tolerating and protecting the non-Catholic churches. In I The Popes Against the Protestants i , Kevin Madigan explores the complex relationship between the Roman Catholic Church and Benito Mussolini's Fascist regime by discussing the activity of evangelical Christians in Italy. Madigan emphasizes the roles of determined anti-Protestant crusaders like the Jesuit Pietro Tacchi Venturi, and above all, Francesco Borgongini-Duca, the Holy See's first nuncio to Italy after the conclusion of the Lateran Pacts.
