- Abstract
The article discusses the economic theory, practice and incidence of impact exactions in land development in the U.S. Impact exactions became a popular alternative approach to traditional methods of infrastructure finance. There are two choices a local government has to make on its attempt to raise funds required in making infrastructure improvements: imposing higher taxes that will affect the general public and burdening users with higher user fees. The two basic premises of exaction or payment-in-lieu systems under the police power are explained.
