- Abstract
In this article the author compares administrative regulation of the U.S. with that of other countries. It states that society influences these regulations and factors like how articulate groups are and whether they have means to make themselves heard are important in formulation of administrative regulation. In France a new administrative regulation resulted from upsurge against domination of administrative power. It mentions that the regulation also depends on people's acceptance of their government as an agency for common good. It highlights in this respect Sweden has enjoyed an easier synthesis in national life that would have been possible in the U.S.
