- Abstract
The article discusses the issue of protection of non-enemy interests in enemy external assets in the U.S. The amount of enemy external assets subject to seizure is large including German, Japanese, and Bulgarian. The categories of non-enemy include friendly national and dual national in enemy territory, inhabitants of territories separated from the enemy, and persecutees. As mentioned, the scope of the domestic laws under which seizures have taken place is unusually broad to deal with the many devices of enemy interest representation. As stated, the goal of the policy for the issue should be to determine who are really non-enemies and to exempt from seizure property, rights or interests which are really theirs.
