- Title
LOCAL GOVERNMENT FINANCES: THE LINK BETWEEN INTERGOVERNMENTAL TRANSFERS AND NET WORTH.
- Authors
de Mello, Luiz
- Abstract
The article discusses the empirical analysis concerning the association between intergovernmental transfer arrangements and sub-national public finances using the national accounts data of the Organisation for Economic Co-operation and Development. The magnitude of the estimated parameters suggests that an increase in the share of current transfer receipts in local government revenue leads to deterioration in net worth over the long term. It is also noted that the deterioration in local government net worth is associated with a sizeable increment in their current transfer receipts.
