DIFFERENTIATED DEGREES: ARE MPA AND MPP PROGRAMS REALLY THAT DIFFERENT?

- Abstract
The National Association of Schools of Public Affairs and Administration (NASPAA) claims on their website that Masters of Public Policy (MPP) and Masters of Public Administration (MPA) programs are substantially the same. US News ranks both degrees together under the "Public Affairs" label, suggesting they are directly comparable. Elwood (2008), and De Soto et. al. (1999) provide further evidence that MPA and MPP programs have converged over past decades. However, I provide evidence that the program types differ in their faculty, their curricula, and how they train students. While Hur and Hackbart (2009) present a general analysis showing differences in the programs, I use a small sample to explicitly show the divergence in the degree programs. Further, I show how two of the top-ranked programs in Public Affairs hire a diverse faculty to teach courses in Policy Analysis and Public Administration. I propose a new model for training public servants which utilizes the strengths of both fields.
