- Abstract
The article discusses the development of energy security, primarily focusing on the enclosure and privatization of common land for such purposes. The contentious relationship between economic development and environmental protectionism is detailed by the author. In this regard, the author analyzes the policies of Brazilian dictator Ernesto Geisel to develop alcohol fuel, or ethanol, from the processing of sugar cane. Efforts to reestablish common land for public use in Brazil are discussed, with a focus on the Landless Workers' Movement, or Movimento dos Trabalhadores Rurais Sem Terra (MST).
