- Abstract
The article focuses on the debate concerning the obstacles of the cannabis policy in attempting to control supply in Canada. It is stated that the major problem lies on the limited options in the policy in which a drug that is prohibited cannot be regulated and there formidable social and political obstacles to creating a legal cannabis market. The international drug control treaties prohibit the legalization of cannabis production, sale and use. It is indicated that the public support for cannabis law reform has declined in the face of emerging evidence that cannabis use can harm users in the country.
