- Abstract
The role of people management activities in organisational change and development initiatives has attracted considerable attention in both academic and applied settings. The main aim of this paper is to consider, from a chronological perspective, how employees' attitudes, leadership and human resource management practices in Estonia have developed in response to broader social, political and economic change which has been evident in Estonia since the demise of the USSR at the end of the 1980s. People management in the current paper refers to the way how people are managed, including the issues of leadership and employee commitment as well as human resource management (HRM) practices in organisations. Early sections of the paper highlight and discuss the types of changes introduced in organisations in Estonia since the end of the 1980s. The discussion then considers how these changes have been reflected in aspects of both the leadership of organizations and employees' attitudes. In the final sections of the paper, the role, development and activities of the HRM function is considered with reference to the themes highlighted in earlier sections of the paper.
