- Abstract
The article looks at the impact of Title VII of the U.S. Civil Rights Act of 1964 banning employment discrimination based on race on the occasion of the law's 50th anniversary, focusing on the opening up of public-sector employment to African Americans and the importance of public-sector jobs in the improvement of African Americans' economic conditions. Topics include public employee unions and the U.S. Equal Employment Opportunity Act of 1972.
