- Abstract
Los Angeles has a larger population than any of 42 states, and service planning and budgeting are extremely complex tasks to organize and complete without sound policies and a systematic, all-around approach. A group of academic, professional, and community volunteers, known as the Los Angeles Roundtable for Children, undertook a study, with the collaboration of the county government, that achieved substantial rationalization and improvement of service delivery for nearly half a million at-risk children and families.
