- Abstract
The article focuses on the segregation of students based on language skills in Arizona. It argues that even if the intent is not segregative, to group students based on language skills is inappropriate for children's educational development. Particular focus is given to HB 2046 legislature passed in Arizona, modifying the Structured English Immersion (SEI) law requiring schools to teach English Language Learners (ELL) and separating English language students based on language proficiency level.
