The article focuses on the implications of North Carolina regarding the federal act Development, Relief, and Education for Alien Minors (DREAM). It says that fifteen states has already adopted the act that permit qualified immigrant students to gain legal status such as permanent residency and citizenship. Also mentioned that the benefits offered for illegal immigrants includes instate tuition on attendance and graduation from high school and college admission applications.
