- Abstract
The objective of this work is to analyze the causal relationship between political-administrative decentralization and democracy in Mexico, as a historical-dynamic process that seeks to strengthen regional and local autonomy through reforms that legitimize a new democratic order, which depends multiple and varied factors that accompany many approaches that give rise to a confusing empirical reality. To clarify this confusion, the descriptive-analytical method is used, reviewing classical and contemporary literature based on the idea of democracy and decentralization, as well as the empirical study provided by the Mexican Democratic Development Index 2022 (IDD-Mex, 2022), which links the quality of democracy and the institutional capacity for democratic management in the provision of public services. Despite the country's democratic procedural progress, the difficulties that subnational and local governments face in consolidating institutions and mechanisms that promote changes in their respective administrations persist due to the financial and administrative restrictions determined by the national policy agenda.
