Abstract
The article discusses research conducted by Kees Keizer and colleagues at the University of Groningen in the Netherlands that evaluated the thesis that small signs of crime can propagate criminal action. While there has historically been little supportive evidence for this theory that underlies zero tolerance policing, Keizer's study found that graffiti influences the propensity to steal.
