- Abstract
The article presents a summary of the article "Issues in Mental Health Care Benefits: The Costs of Mental Health Parity," by Paul Fronstin. It reported that many employers added mental health benefits to their benefit packages during the 1970s and 1980s. Then costs forced a reexamination of all health care benefits offered. Employers found that costs associated with mental health benefits were very high, despite the fact that few beneficiaries used mental health care services. Therefore, employers began to limit mental health benefits in order to make insurance risk more manageable via cost sharing, utilization review, managed care, and packaging of provider services to control costs of the benefits. Five states currently have mental health parity laws, while 31 states mandate that mental health benefits be provided.
