- Abstract
The housing question in the 19th century arose due to industrial urbanization and deals with the definition of dignified housing and the provision of adequate living space. The article describes the four phases of housing policy in Germany and their effects on the housing market. It also discusses how the housing question is part of the social question and the role municipalities play in addressing this issue. Furthermore, the financialization of the housing market through the sale of publicly financed housing to financial investors is examined. The article argues that the housing question should be considered beyond institutionally managed housing and homelessness in order to put the social question of housing on the political agenda in times of a housing crisis. The different living conditions in cities and in rural areas, as well as in West and East Germany, are also analyzed. The federal government aims to reduce politically unacceptable inequalities and coordinates sector-specific policies to achieve equal living conditions.
