- Abstract
The article explores the issues of Western aid to the reforming of Soviet economy. An overview of the Soviet economy, focusing on the widespread market activity and the implications that the current state of the Soviet economy holds for reform and Western aid. It presents a sample of three types of aid, such as food aid, aid for military conversion, and aid to support ruble convertibility. It illustrates the types of reasoning that emerge when current conditions in the Soviet economy are taken into account. It concludes that Western assistance to the governments of the Soviet in providing the public goods that ease private activity, such as transportation infrastructure, communications networks, and social welfare programs, will indirectly promote the development of the market economy.
