The article discusses the pursuit of federalism in Iraq following the U.S. invasion in 2003. While federalism was enshrined in Iraq's constitution in 2005, it has proven stagnant and unevenly implemented. Efforts by governorates to form their own regions have faced obstacles from both the central government and Iraqi Kurdistan. Disputes over territories and a lack of decentralized governance institutions further hinder the progress of federalism in Iraq.
