EGYPT – EU: Migration Deal?
- Abstract
The European Union (EU) is reorganizing its relations with North African states, particularly Egypt, due to fears of a refugee crisis resulting from the Israel-Hamas war. The EU is concerned that if the war forces refugees to flee Gaza into the Sinai Peninsula, they may then attempt to cross the Mediterranean to southern Europe. European Commission President Ursula von der Leyen is seeking to build her campaign for a second term on "cash for migrant control" deals with Tunisia and Egypt, as well as new laws overhauling the EU's immigration and asylum rules. The EU is rushing to conclude a deal with Egypt's President Abdel Fattah el Sisi, despite concerns about human rights abuses by his regime. Negotiations with Tunisia have taken precedence in the past, but talks with Egypt will now be prioritized due to the Gaza war. The EU will offer voluntary arrangements on "labour migration" and investment in North Africa, alongside tougher rules on readmissions and border control. The EU is also discussing migration cooperation arrangements with Senegal and Mauritania, and wants to expand the mandate of its maritime mission, Operation IRINI, to combat human smuggling and trafficking in the Mediterranean.
