- Abstract
The article examines political and economic developments in Venenzuela under President Hugo Chavez Frias. Chavez and his allies have won four decisive electoral victories since 2004 with Chavez achieving complete control of all check-and-balance institutions including the Unicameral National Assembly. The rise to power of Chavez shows how when democratic institutions are defective, social spending may be readily bent not toward correcting but toward entrenching and even exacerbating defects.
