- Abstract
The article reflects on the National Union of Teachers (NUT) stand on the government's policy on education which promised to extend parental choice and release schools from local education authority (LEA) control. NUT addressed this issue of choice in education in its 2004 publication "Bringing Down the Barriers," which recognized education as a fundamental right and suggested that for it to be fulfilled, education must be a public service and publicly provided. It also recommended that the government should develop policies that encourage local authorities to merge and support other local authorities.
