The article reports on the qualified immunity reform for creating accountability of police misconduct in the U.S. Topics discussed include judicial amendment of the qualified immunity doctrine for police misconduct; problems with the modern qualified immunity jurisprudence and its application; and U.S. Supreme Court case Monroe v. Pape that considered the application of federal civil rights law to constitutional violations by city employees.
