- Abstract
The article discusses the international constitutional factors of the Palestine Partition Plan to end the Arab-Israeli conflict. The theories of the United Nations Charter regarding its authority in dealing with the Middle East crisis include the combination of power and responsibility, the use of sanctions or military measures and enforcement of changes in the relationships of states without their consent when concerned parties failed to settle a case. Article 43 of the Charter authorizes the Security Council to suggests terms of settlement through the collaboration of the major powers despite the opposition from Arab states. The peaceful settlement function of the United Nations is also explored.
