- Abstract
The purpose of this study is to present an analysis of the opinion held by the recipients (beneficiaries) regarding the health benefits offered by the "Inside the Neighborhood Mission." Although this analysis is not a full-fledged evaluation, it permits taking an approach to the "social impact" generated by the mission. One of the elements used to measure the social impact of a program is the achievement of "desired changes" in the recipient (satisfying needs, generating organized participation, propitiating changes in attitude and in general, improving living conditions for the population to which the program is directed).Within the framework of a broader investigation, questions related to the purpose of this study were selected. With the criterion of approaching the maximum temporal and spatial spectrum possible, four (4) surveys were performed from April, 2006, to June, 2007, in different geographical and population units of the State of Zulia, creating a total sample of 263 beneficiaries. The study considers that the missions, as a social policy, continue maintaining a welfare character, because they continue confusing what is social with what is welfare, and finally, they continue considering themselves as a legitimating factor for government actions.
