The article explores the city-county merger issue within the broader historical context of public education in Memphis and Shelby County in Tennessee and the causes and the potential outcome of the consolidation debate. It provides an overview of the structure of public education in the state and a comparison of the said city and county in terms of governance, financing, academic performance and demographics. The impact of the future structure of the school system is also offered.
