The article discusses the failure of courts in the U.S. courts to properly apply the decision of the U.S. Supreme Court in court case 'Chevron v. Natural Resources Defense Council (NRDC.)' Topics discussed include the role of the U.S. Environmental Protection Agency (EPA's) in implenentation of changes resulted due the case, introduction of the Clean Air Act of 1970 (CAA), and interpretation of the CAA's Prevention of Significant Deterioration (PSD) provision.
