- Abstract
This article deals with calls made by French President Jacques Chirac for action against lax environmental attitudes while speaking at the 2009 Citizens of the Earth conference for global ecological governance in Paris, France. He proposed the formation of a United Nations (UN) environment agency which will replace the existing UN environment programme (UNEP). His proposal is not supported by the U.S., Russia, China, India and Brazil. A universal declaration of environmental rights and obligations was also proposed by Chirac.
