- Abstract
Beef production is an important Brazilian agribusiness segment, with a high share in the value of the country's exports. This article describes and compares the Brazilian legislation that supports the Brazilian System for Cattle and Buffalo Identification and Certification (SISBOV) with international beef traceability requirements, given Brazilian cattle production structure and the international legislation of some pioneering countries in using identification and traceability systems in their food chains. For their Brazilian approach, official secondary data made available by MAPA, SECEX/MDIC, IBGE, FAO and ABIEC, as well as MS and MAPA documents setting food safety policies were considered. The examination of international legislation was carried out based upon official documents from the United States, Canada and the European Union (EU). SISBOV was developed to cope with internationally imposed requirements, notably by the EU, to import Brazilian beef. The adherence to that system involves a lot of adjustments in managing the several elements of the beef production chain, in order to make exports feasible. From the point of view of its structure, that system complies with the European market requirements, and it is feasible for wealthier producers and slaughterhouses. In addition, SISBOV consists, potentially, of an inhibiting mechanism for illegal procedures, such as clandestine slaughtering and tax evading.
