- Abstract
The article points organizational theory as an explanatory lens for understanding flaws in America's enforcement and adjudicative structures. It notes that the American system is characterized by decentralization and local variation, and argues that it is exceedingly difficult to hold officials accountable for their shortcomings. It concludes a need of adopting a new, more realistic baseline for criminal justice reform in the U.S.
