- Abstract
The article discusses on the operational system of inservice education, which was similarly treated into how perpetual motion machines run. These machines produce energy without cost. In education, inservice programs attempt to get something for nothing. It was pointed out that many inservice programs are like playing blindman's buff in such a way that they are fashioned without regard to research findings; without an integrated plan; without being articulated with other resources, programs and community needs and even without the input of those who are purported to be benefited.
