- Abstract
This paper develops the meanings of Democratic Governability and Governance, building on the case study "Public Policy: Complex Mass Transit System in Bucaramanga". It works with the results of an earlier research which determined the degree of governance by citizen participation in policy formulation. It gathers new information for the analysis of public policy at its implementation. Then it studies governance in the process of decisionmaking, using a number of methodological tools.
