- Abstract
The article discusses growing infrastructure financing crisis in the U.S. and analyzes the effectiveness of road tolling as a solution to the current transportation-funding crisis. It compares pragmatic and categorical approaches towards the toll model of highway financing by illustrating the 1939 report on toll financing by the U.S. Bureau of Public Roads and the Missouri Supreme Courts' decision in the case Pohl v. State Highway Commission respectively.
